Just look at the way they've cut into the base of this pillar! After sustaining this kind of damage, it's easy to see why it's leaning over to one side.
I've also got this pet theory as to why the chipping is unusually concentrated in Middleside Barracks, but maybe I'll get into that later on after I've obtained - and compiled - more information.
